Enclosure No.2 in No.212 (Vonfidential) to Foreign Office
of April 3rd., 1923.
EXTRACT FROM MENORANDI M
of conversation with Mr. Liang 1h vi at longkong.
March 16th., 1923. Communicated by Mr. SF, Mayers,
I told Kr.Liang of my recent visit to Canton
And of my conversation with Dr. Sun Yat-sen on the subject
of linking in the Canton Mowloon Railway with the Yeh
Tan ilway, *T. Linne seid that this work should be
undertaken, and asked me how much it was estimated to cost.
I replied that until a final survey had been made through
the north of the city, which was the route advocated by
Mr. Boothby, we could not say how much money would be
required. r. Boothby had mentioned to me a total of about
$ 2,000,000, Mr. Liang thought this would not be sufficiert Purchase of land and removal of buildings, ancestral
temmles etc, along that route would cost a great deal and we could not hope to effect anything without allowing
a margin of free money for the Canton Government of the moment, whether it be held by Dr. Sun or anyone else. Thoever tried to establish himself in Canton must have
money to live uron, The was surorised that we did not aim higher than a mare linking up of the two railways.
